Are assessments true value or just high to keep taxes up???

I went through the process of trying to lower my assessment, on what I bought my house for.
Property values have dropped and I think I should pay taxes on the value I bought my home for, not an inflated price, the city thinks it is worth.
Before the meeting started, the assessor was talking to another board member, how everything dropped in value and I thought, I had it made, but they turned around and did nothing on my assessment. They are clearly keeping these assessments high.
Why, would I go through this process, if something was done, out of the ordinary?
So, what we have here, is price fixing,
They are inflating, the value of your homes.
Only one, guy, really wanted to solve the problem, but nobody would second it and I actually thought, the village president, was going to crap his pants, when another board member, wanted to help me out. He was nervously trying to change his mind, before making a motion that they lower the assessment.
I just do not understand, why these people, get on a board, are they that power hunger? Do they really have, to have, that kind of control, over another person life.
This was a simple transaction, I offered a price, and anyone that wanted to bid more, could of. There was. No special hand shakes, no special deal, no winking, I did not know, anyone involved,
It was on the open market and it had open houses.
The market is the market and you can try to sell it, till your blue in the face, but it is only going to go, for what the top bid is.
And the market, tells you that, not somebody, on the board, trying to fill, their own pockets.
This was simple economics, if you by a home at a high price or overvalued ,you could be under water, in no time, just like all those foreclosures, that are out there, How many people do you know, that has already, lost their homes , because of the inflated prices.
What they are doing, is fixing your value, weather you can sell it for that assessment, is another issue.
I would recommend, that if people , can not get there assessments lowered, if there home is worth less, than what the city says, that we write and ask our Reps and our Senate to, introduce a bill, to stop, this price fixing . It is not right or fair in anyway. We are being over taxed and paying more than our fair share.
